and
Content Mod 3.1

Or can anyone upload it to GDrive or so? Really getting desperate here!

I was having the same problem. I'm a layman, but I got the feeling it's the website blocking the number of active downloads on the same IP.

Same here, found a link to Questpack 4 and Community patch. But the CM 3.1 is not included :(
