Spawn npc with different faction?

been playing around with the console a bit and i know you can spawn an npc then edit them pretty much anyway you like but is there a way to spawn say for instance....an orc but as a member of the rebels?
Again i know i can edit him but im looking for a complete command to spawn with faction and even better linked with a particular city if poss

e.g
spawn OrcWarrior_01 Rebels Nemora

to spawn an orc with rebels faction and linked to reputation building in Nemora (Obviously the above does not work).

Not sure, might be a way to save a custom npc via mod tools but i know not how that's done

yeh at this point i've typed all sorts of things in with no joy so far but as a dev console i cant help but think there has to be a way :(

use modkit you can create new npc different faction
