Liberating Trelis from the orks

I actually completed lots of tasks in Trelis and now I have access to Vak's room. The orks in the town have green names,so I know it could be the oportune moment to strike. But I am not sure if I have to. In Cape dun and Montera were people who helped me with the revolution and triggered it. Sall I strike now to liberate Trelis from the orks or is there a person wich can help me by triggering it?
