PLEASE HELP. Windows 11 game not launching despite doing evrey fix

I saw the post from feb 19 and have tried all the stuff in that thread and nothing please help.

I have changed the sync method to 1 as suggested and I have change the other vsync setting I have also downloaded the direct x 9 thing and already have the vc redist
