The other option would be to edit the loot tables (<Steam>\steamapps\common\Warhammer 40,000 Deathwatch - Tyranid Invasion\deathwatchgame\Content\Campaign\LootTables) and put whatever you'd like to get as T1-T3 reward for a mission you will do.
But I felt the weapons you had through a regular playthrough (normal->veteran->heroic) were decent enough. I was disappointed with the marines, but I am not sure you can hack the loot tables to get marines to drop.
Veteran and heroic are much better than normal so you should give them a shot.

Now I do an extra pack after every Act with the occasional pack after missions that are difficult or if I lost a Marine.
Yep, but I almost finished the game normally. I don't plan on restarting it on a higher difficulty level, so I just wanted to see everything for the last few missions.

I was a bit bored until normal Act 7, but then, the game started coming together in veteran, and became really good in heroic. I cheated some RP for extra marines (and discarded the gear), and played through veteran and heroic.
IV Plasm Cannon is UM only! But RP cheat needs to be used sparingly indeed, because selling so much stuff to the shopkeeper can drive someone mad.
