Report a translation problem
All they did was add a few new chapter insignia to the random marine generator. No effort went into making them act like different chapters or even updating the conversations.

Each chapter has unique traits that can be unlocked. Furthermore, there are chapter specific items to diversify the squads. This includes the three new chapters. They did add unique abilities and items for them as well.
However, you are right that they should have updated the conversations. I had a Dark Angel veteran in the squad and the conversation went something like this:
Space Wolf - "I'm glad there are no Dark Angels here"
Blood Angel - "I have heard your chapters do not see eye-to-eye"
Space Wolf - "They are filthy mongrols (that beat up our primarch) and cannot be trusted!"
Blood Angel - "If one of their number were here, he would surely strike you down for those words"
Space Wolf - "He would try!"
There was a Dark Angel standing not 3 meters away. Probably face palming.
And no, the chapters aren't fleshed out. None of them have Apothecaries, none of them have Heroes, none of them have Tier 3 units, none of them have fully fleshed out marine or item trees. Compare them (5 cards) to a SINGLE primary marine chapter (23-24 cards) and it's not even a competition.
They're woefully undercooked.

Notice anything? That's right! He's a reskin and they didn't even bother changing the in-mission GUI.
Want more? Seriously, half of my roster has a different chapter in mission than in profile. Never even seen a Marine in-mission actually from the Imperial Fists.
First off, everything in video games is a "re-skin". Even unique items tend to share a common base mesh. There is nothing special about this and we would have no games at all if artists and to remodel every single item in the game.
Second, you don't change the GUI based on the character. It's one element someone forgot to fix.
Was it lazy? Well, I've done enough coding and UI work to know that working 14 hours a day for a month results in people calling you lazy because you missed an icon.
I think the proper term would be half-baked. They should have spent more time, fully filled out the new chapters, and made sure everything was properly represented in the UI.
As far as things being a "reskin?" Non-issue. You'd be surprised how much of AAA video games are copy/paste jobs. Look up OOP and component based game systems (like UE and Unity).
Its worse than that though! In mission they refer to one-another by the chapter insignia on the GUI. So if you have a Dark Angel on the team but the GUI says he's a Templar, the Space Wolf will say "Boy its so good we don't have a Dark Angel"
And then the Templar, Azrael, will banter back and forth.
So that's a little bit beyond a single icon and all but destroys the immersion and the, guessing here, intent and atmoshpere of the game.
Also there are achievements! Ones that require an entire squad of Wolves or Blood Angels or whatever. And low and behold! That amazing IV tier Ultramarine Master of Relics? He's not an Ultramarine! The game says he's a Blood Angel, so he's utterly useless for the achievements.
I'm just saying. Its more than just a simple line of code for an icon or two.
As far as I can tell they really did just change the color and chapter icon on the shoulder pad of a couple of Marines and called it done. The abilities, in-mission icons, chat and achievements are all the same. And none of them line-up with the Wargear/Profile screens.
So...half-baked? No...I'm sorry, this is lazy. This is lack of quality control. Lack of testing.
And come on! I don't have a single Black Templar in my entire roster that is listed as a Templar in-mission. That's not a quirk. That's a systemic problem that even basic phase-1 testing should have found!
Were it not for the few Dark Angels I have listed as Templars, I would have assumed no Templars actually existed.
And I still, 3 Acts in, haven't seen a single Imperial Fist.
It's still just copy/paste errors. Bad, yes, but "just a reskin" is, again, what every single game does. Don't get hung up on the term reskin. It trivializes the difficulty of making game assets and gives people the notion that similar content is lazy and different content is produced from the ground up. Both cases are incorrect.
What they have are copy/paste errors in their code which they SHOULD fix, as it's not especially difficult to change asset references. Unless they have spaghetti code.
As for imperial fists... hahah... in all the packs I opened (over 200 now) I think I got about 10. 3 vets, 2 assault, 2 dev and 3 tac. I'd have to check for the exact numbers though. They're extremely rare. I've found more lvl3 everything else than level 2 of the expanded content, and as many lvl4 as I have Imperial Fists of any lvl.
EDIT: Just counted. I have 3 Imperial Fist veterans, 1 Devastator, 2 assault marines and 2 tactical marines for a total of 8 Imperial Fists.
I have a total of 10 lvl 4 characters (2x master of forge, 1 tyrannic war vet, 1 sanguinary guard, 2 sterngaurd, 1 lone wolf, 2 wolf guard, and longfang ancient)

chapters not offering the same tier as the rest of the game is kinda sad, but well nothing is perfect.
Lets put it this way - I bought the game for Dark Angels. If I would have known they were just chaff, I would have saved my money and passed this game up. As a customer, I would have paid the $23 for just Dark Angels.
So yeah, it matters to me.
Okay so I wanted to test a theory. Loaded up the game, loaded Cheat Engine and gave myself 10,000 Inquisitor Bonus bucks. Enough for 100 packs.
Did all 100 packs, got lots of stuff(only 3 Imperial Fists, odly enough...)
Anyway got tons of Black Templars and Dark Angels( 15BT and 12DA)
loaded them 5 at a time into a mission and checked. Not a single one had the correct insignia. Every single Dark Angel was from the Black Templars and every single Templar was from the Dark Angels. And yes I made sure. 5 BT Assault vets and all of them were from the Dark Angels.
Did so more searching.
Every single Apothecary, regardless of Ultramarine or Blood Angel, was listed as a Blood Angel.
And oddly enough both of the Tyranid War Vets were listed as Space Wolves.
Something is ♥♥♥♥♥♥ here. Its probably a VERY easy fix, but there is a systemic problem.
Odd. My DA have DA insignia. When I get a chance I'll test all the marines and see if it's a bug on your end. Could be the result of corrupted data.

I had time for a brief test. The different badges seem to be mixed when you take a templar. My Dark Angel, when NOT used with other expanded chapters, showed correctly. However, once both a Dark Angel AND a Black Tempar are taken, they switch their chapter insignia. The Imperial Fist was unaffected and retained the proper insignia.
I don't have time to try a Black Templar without DA or IF tonight, but my guess is that the problem is related to the Black Templar.
