I kept looking for information on how to get this, couldn't find it, so when I found out how it works I figured I'd post this for posterity:

Once you've gotten #1 ranking in the regular score tournament and become the Champion, talk to Mitch. He'll apologize he can't give you your pro fighting card yet, and tells you you can earn it in the playoffs. This unlocks the playoffs with a new set of opponents to beat in order to obtain the coveted card.

I participated in the playoffs, won first place and still have no card. Now there are no fights to participate in and the Don tells me I need the card. Totally stuck.

I always lose the final and dont have other tournemnts to farm just work and playoffs and cause of the lack of money i need to work and then the stats are getting too low for the playoffs so that i sometimes lose the first round-.- so i came to the torunements won the strretfight thing and now left alone to lose the plyoffs again and again
