How to find drugs?

Im playing a second game training only just agility, but when I went in the Sporting Goods Stoe the drugs guy wasnt there. How can I unlock this guy?

You have to fight a little then Silver tells you. And overdoing the roids isnt the BEST idea, you can use it to get 13 agi, but play your way!

But i fight enough, I have 10 of agility yet and nothing of Silver talking to me.

Lose a few rookie league fights.
