It works the same way with chilling out, Roy'll say something like "beer is great" or similar, which means you chilled out with him long enough to work out with him.
That's him telling you which time-waster you need to do. If he tells you to fix the engine do so until he makes a comment about how great it is that you're helping him. Once he says that you're done.
If he says you need balance in your life then you need to "Chill with Roy". Do that until he makes a comment about the beer. Once he does that you're done.
Interact with Roy again and he should be free to spar or train with you now. Sometimes you have to do both tasks, or just one, to be able to Spar/Train with him.
Also you can't Spar AND Train back-to-back. After doing one of them it will reset his "needs" and he'll ask you to chill with him or repair his car again.
tl;dr Sparring/Training with Roy requires you to complete one or both pre-req actions (repair or chill). Pre-req actions are "complete" when he makes a comment about them while you are doing them.
