Character moving slowly, please help

Just bought the game yesterday and it appears my character is moving very slow. I compared it to some youtube videos and it checks out.
I already tried "Disable full screen optimizations" and the steam command "-refresh 60", both didnt work. Also reinstalled the game once and tried changing the resolution/fullscreen mode. I am on Win10 if relevant.
Can anyone help me please? It is really annoying to play this way.

Found a workaround for future reference: I changed my monitors refresh rate to 60 in the windows settings. It was 240 before but the game seems to have problems with it. Now my character walks at the normal speed.

However it didn't fix for me, really hoping I can find a fix for this.

Was playing fine for a while, then when I restarted later move speed was SOO slow.
