Honestly, 24 in main stat is way overkill. Both my hardcore run(Turtle) and 100 day Normal(Bear) ended up taking the 13 cap skill then just leaving it there and focusing on bringing the other stats up a bit.
Just up your agility some and try to get Way of the Tiger tactic to help with the high dodge opponents.
Just note, also my high-agility char had problems hitting the endgame-dodgers. Like I said, there a a few fights where the RNG-factor is higher than usual ;)

-agi as much as possible ~8
-end as much as possible ~8
won the game with these stats EASILY
if you have high agility you hit more often, therefore you do more endurance damage to the enemies and also preserve more energy (because you spent less stamina per damage)
