Can't get back to the snowy mountain

I've completed what was required to get into the citizen west place. But I can't figure out how to get back to the mountain. There's no fast travel there for me. and the top of the tower won't bring me there. I'm stuck. :S

You can't go back until you get to One Concern East. Just right of the third save from the left (i think) you can drop through the floor to find a fast travel. I didn't find this until right before the final boss so i'm not sure if you can access it right away.

I'm talking about the part where you have to get past the camera by fooling it with the coat. That area. I may be talking about the wrong thing. Oops.

Once you enter One Concern West you can't leave back to the mountain until you progress further into One Concern East. You are temporarily stuck in One Concern HQ.

get helped by snow-white dude
he disappear into One Concern.
Go back to find Mina
go back to forest (somehow)
beat a deserting ninja
reliase you could use the snow coat or something

game softlock you can't get back to mountain because the warp was never revealed and there is no walking there.

He was stuck there, and so am I.

I think I'm in the same situation. Never found the fast travel for snowy mountain, and now need to get back there after defeating the deserting ninja. Anyone get around this?

apparently the warp IS unlocked. but it only let you go back there when you know about the winter coat and walked around aimlessly for a few minute.
I tried all warp location and it didn't send me to the snow mountain until I tried getting the Tower warp (not possible btw) and walked back to the starting village. Only then the new warp option worked.
