"Pulsating Bolt" blue bolts with plus sign

Okay, so, fantastic game, loving it, but I can't figure out these things. The controls are fairly simple so I've tried out all the premutations, but those blue glowing bolts you can hang onto with the wrench - how do they work? I assume they're some kind of zip-line thing, since they usually connect platforms not reachable by any other method, however nothing I do will get Robin to move from one to the other. I latch on with the wrench, and jump - she doesn't jump far enough. Spinning the wrench doesn't do anything, the direction controls don't move the thing and none of the other controls help either.

What gives?

While I haven't played this since the 2012 demo, I imagine it's one of two possibilities, given the nature of the game.

1. You need an upgrade or an item to reach that area.
2. You need to unlock something that makes those areas accessible.

I am very confused about this as well. Is it an upgrade that I have missed as I dont think there is a way to go back unless I revert to a previous save? I feel like I am missing out on some upgrades or exploring on some maps since the same thing happens to me when I try to wrench these blue bolts with the + on them. I see older videos where Robin starts zip lining up and down these wires.

Huh, like in most Metroidvania games, you'll need to come back to areas once you've got new upgrades. Anyone who plays Metroidvanias should know this! :P

Traveling along those bolt lines does indeed require a certain upgrade you'll get later on.

you can use the blue/red bolt zip lines after you can charge your wrench. should be after you cleared the area under the water town.
