Why aren't hackers being banned?

Team Deathmatch is full of hackers. The sad part is that the hackers are not new to the game. I've ran into the same hacker several times. I played against him 3 days ago and he is STILL not banned. His hacks are obvious as he headshots people while looking at the floor.
There are also hackers with noclip. Glitching has been replaced by hacking. There are more hackers on Modern Warfare Remastered than there are in the original CoD 4 on P.C and MW2. This is absolutely ridiculous. Please, ban more of these individuals. THe fact that people can't host their own servers means we have to rely on Raven Software to ban these hackers. Evidently they are not doing a good enough job. Please, help us with this hacker situation.

The hackers aren't being banned because there is no anti-cheat. A self-admitted cheater from the second week who I ran into is still happily playing and has already surpassed prestige 8. Nothing will be happen though - the game has done its job in making Activision a load of money and as revenues have peaked; their primary focus is shifting as many supply drops on console and then hyping the next game.
