Report a translation problem
The game is clearly not stressing the hardware yet the game seems to have severe problems holding a locked framerate. One second it will be 60 FPS then the next it is 22 FPS even though there's no more going on!!! It's utterly weird not helped by the fact that when I run the game looks like it is speeding up and slowly down (the running animation is almost comedic). The car cutscene started off at 60 FPS and then dropped to 18 then 5 FPS turning into a literal slideshow. VRAM usage was around 6.5 GB and neither the GPU nor CPU were being anywhere near maxed out. In fact, I can set the resolution to 3840x2160 and the game still runs EXACTLY the same!!!
It seems like this is yet another poorly optimised PC game which is baffling because the original runs perfectly on modern hardware. Yes, the graphics do look much better but since it is not stressing either the GPU or CPU on my system then way is causing this wildly wavering framerate? I don't understand what the bottleneck is... bad coding?
MWR runs between 5-10FPS regardless of the settings i use...and i am running a i7-4770K OC with a NVIDIA GEFORCE GTX TITAN BLACK SC and ive tried turning the settings all the way down to low and get the same if not worse performance...i thought id never be saying this but this is definelty the wosrst PC ports ive ever experienced!!!
This is way worse performance than Quantum break amd that game is broken beyond repair!
My VRAM by default should be running at 5,005 MHz (10,010 MHz effective) at least or the overclocked 5,400 MHz I am using but in this game it drops to 4,900-ish. GPU speed can be 1,290 MHz, which is way below the baseline of 1,721 MHz for the FTW model I have.
Be mindful Windows 10 will auto update these drivers.

I think much of the problems users are facing are related to the NVIDIA drivers. My bud who has similar FPS rate drop issues has a GTX 760 in which the 378.92 driver does not improve performance. He is still searching for his "optimal" driver.
I hope this works for others in our situation.
