1. restart your computer in a SAFE MODE
2. run the game, BUT say NO to any questions during launch (settings, game safe mode)
3. In the game - CHANGE video mode to WINDOWED FULLSCREEN
4. EXIT the game and then restart your computer as usual
5. Launch the game - CHANGE any video settings you want - you CAN go back to FULLSCREEN

They said to open windows in safe mode aka boot your computer into safe mode.
Here is the official Microsoft way to do that if you have another os just google your os and how to boot into safe mode

Then after you do that follow the rest of the steps from step 2 onwards.
I hope this helps.
If the game doesn't open it might be looping so open task manager or ctrl alt del and end process on the game especially if it is red and you see a lot of very high above 80% CPU usage or a lot of system interrupts.
Just select the program from the list of processes in task manager in this case call of duty modern warfare remastered and then right click the process or program and then click end process or on the window itself click end process button.
This should force call of duty modern warfare remastered to force close and you can try again.
Repeat as necessary.

when i reboot my pc in safe mode and try to open steam it wont so i cant launch the game
