When creating a character what does the tier A, B, C and S mean?

As far as i know its tied to skill and attribute growth. An S officers attributes will raise faster and he is more likely to learn new traits from completing tasks.

is there a guide somewhere that explains all of the character creation and clan creation, I'm a noob and iv'e been looking but can't really find anything.

As for learning traits it seems to be tied to growth type instead. When you create a new officer and choose a growth type, you can see that each growth type has a fixed list of traits asociated with it, and each trait in the list has a set of stat growth requirements. When your character has reached the stat growth requirement, he will learn the trait automatically. If there are still spare trait slots (max is 20), you can then add more traits that the officer will start with.

I had Nobunaga with 22 traits max though. Maybe 20 is for normal characters?

How do you get a created character to be in your clan at the start? In RoTK, one had the option of adding them to your list of officers when one was choosing one's cities, but here you have no option to choose starting cities - you click on one and get whatever castles are part of it.

(edit) I found it: it is the "condition" button in the character creatio screen - you can attribute the haracter to any castle in any scenario.

You can add a custom character to a starting city. They will be a retainer of the owning clan.

If you click the slot for what city they are in the scenerio you can change them from being a retainer to being a ruronin also.
Ive noticed also you can swith between the different types of growth between moderate, versatile, etc...really useful when starting your own clan and you are getting attacked by your neighbors constantly

Tier really just is a way to rank officers by how good they are overall. In game it really only affects how much gold it costs to recruit the officer.
Trait growth has nothing to do with tiers.

Nope, A is the second best.
It goes S, A, B and so on. Don't ask me what the S actually stands for but Asian nations tend to place that as the highest tier in many games (the highest player tier for Starcraft in South Korea is S for instance).

Also what Vlad said, just a general ranking, not related to any stat growth in this game.
