No seriously, they save the best for last. Also, obvious ones like Lucky over Unlucky unless you're roleplaying an unlucky character. Siege Master over regular siege, etc etc.
How to moderate and make a fair character is up to you.
Another powerful trait is Progressive - if your daimyo gets this he can use any policy regardless of tenet (progresive, netrual, conservative). (oda nobunaga can learn this through stats growth)
Earthwork Expert is another favorite for building roads quickly - 6 roads in 2 turns at half cost and labor.
"Ujitsuna" growth type has alot of the good civil traits.
One way to teach traits to your generals/daimyo is to give your enemes custom officers with desired traits, then capture and execute them. You get 1 random trait of each executed officer.
To see tactic effects, I think only way is to use it in battle and look at the buff icons. With in-game editor it's not hard to check them. Personally I think fixed firing is one of the more powerful ones (long lasting aoe range atk buff with range extension and rain immunity). Low cost ones like swift and perturb are also great for ranged kiting.
Some of the best ones include tadakatsu's tactic when used right (basically slaughter the enemy), Mitsuhide's, and the Shimazu one. The Sanada unique ones are pretty good too.
Frankly, if your timing and battle skill aren't that great, you're better off with skills that last longer, such as the Hojo skill. Tadakatsu's tactic is one of the shortest lived ones, so it's seriously dependent on your practical ability.
The way traits apply differ in auto mode combats and battle mode combats. In battle mode combat, traits, when activated, will apply like tactics with some effects differing from the stat sheet in some cases.
In general, stronger the combat trait, the probability of activation is lower. Of all S-Class combat traits, only One-Eyed Dragon applies 100% of the time while others at 10% to 20%. The rule of thumb I have about combat traits is that, unless there is a limiting condition of activation already in place, it won't apply 100% of the time and the probability ranges from 30% (Orge, Tiger) to 5% (Maiden Warrier.)
Also in SOI, form-change speed became practically irrelevant and you don't have to bother with it.

If someone bother making a google sheet listing the English localized names of both traits and tactics and corresponding descriptions found in the game, I can match them up with the Jp wiki and fill in the actual stats/effects columns. I can do the same for facilities and castle structures.
