The whole interface works best with mouse + keyboard in my opinion, also the PC version has slightly better performance.
I would go with this version.
Erm... The PS4 download version is on sale right now on PSN. 30% off, until 27th November ;)
Only the game itself is discounted on PSN, while the DLC is still at the regular price. Which is a pain because I've already got the game and it's the DLC I'm after now! It's good news for you, though, if you're tempted to go for the PS4 version.
Having played both the PC and PS4 versions, they're basically identical. The game was designed for mouse control, but the control scheme is pretty well thought out on the PS4 controller with one analog stick controlling the cursor and the other stick scrolling the map around. The game is not simplified or compromised on console; it just has a different control scheme.
To be honest, I've mostly been playing the PS4 version because it has an (optional) enlarged font-size / UI setting that PC version lacks, designed to make the game easier to play for console gamers who tend to sit further away from their screens than PC gamers, and the in-game text is a lot easier on my eyes because of that.
