I can't remember that particular quest and too tired to go into the game to pull up that scenario at the moment. I think that's one where you need to time it so that you don't complete the previous quest until you've already got the Saito relations up.
There are multiple quests like that in SOI that are much tougher than the Oda one (like getting Hideyoshi to Osaka in less than 30 days after Mitsuhide's coup).
If you're going for achievements and don't want to replay things over and over, I'd look at one of the guides to see what steps need to be taken so you can plan for them. Oh, and save often...I've had too many little mistakes block me from a quest I've done 10 times because I forgot one little thing....argh
Yeah, its easier to download a save file with all the hidden characters unlocked, there's one linked by an old post on the steam forums here. Otherwise you really need to be an obsessive perfectionist (like me, sadly).
I'll definitely agree that the quest system of this game is incredibly flawed, the AI and the player can easily break them inadvertently and it often feels like you're forced to enact a rather rigid script to complete them. It's quite obvious that the quest system was not really the focus of development, rather the larger goal of making an open ended strategy game focusing on conquering Japan was.
the chances are I will have gone to the big war game in the sky by the time you reach my age and you styie of play may change but till then just keep slicing & dicing
