About District affinity/rating

District affinities go from F,E,D,C,B,A to S, worst to best. However I noticed that some Districts are inherently better for certain types, are they randomised per game like resources? Or preset?

I like to maximise the neighbour bonuses and utilisation of resources, so sometimes I spend a lot of time planning districts.

One annoying thing is that you lose ALL development from a district for changing it, no migration of development to empty districts. So sometimes if the other clans develop less than ideally, it takes a long time to re-develop if districts have to be changed.

You have to plan carefully about placing a building. You have to decide where I place for craft, where I place for conscript, and so on. And you have to decide what building that will adjacent to your next building.

I play as Oda, and I have mostly got S rank in district.
