Ports, mines, diplomacy. Trade and naval ports are great. Mines are awesome. Build up diplomatic relations wherever possible. "In Awe" or "Friendly" so you can rack up trust cheaply. Sell supplies if critical, but supplies are expensive to buy so it's a last resort. You can also depend on "easy money" district improvements like Theaters and Farmer's Markets. These are poor later on, but great early.
Mid game:
You'll transition away from hard assets, but you'll still get quite a lot from diplomacy. Focus on crops and crafts. Also, policies. Mid game you can actually afford them, maybe. Selling supplies is much more viable mid game and a common way to make money. In my opinion, the best income policy is "distant diplomacy." Build up population hard.
Late game:
Crafts, crafts, crafts. They scale harder than anything else. Eventually, when you're big enough, you'll want to depend on crafts for the vast majority of your income. Policies get expensive and regents are stingy with supplies unless you nag them. Need those crafts!
Resources in districts:
These can have a large effect on your development. Here's how I always use resources:
Landmark: Crafts if it's on the outer edge, because Inns are AWESOME. If it's a castle where I want a huge troop count, I make it conscripts for the large garden, then surround it with conscript districts.
Specialty: Depends on what you want. Agriculture -> Weaver if you surround this district with crafts for huge money. Or, you can do crafts -> Trader. Specialty can be huge money if you play it right. Don't bother with anything but Trader or Weaver imo. Weaver has huge adjacency bonus for crafts. Trader can be your 1 craft district if you want a huge troop count - surround it with conscripts.
Iron: Anymore I just do crafts, because I love free/cheap guns. Turn it into a gunsmith and profit. You can get lots of conscripts with gardens, or churches if you roll PRGS.
Lumber: Overrated, except in tiny 3-district fortresses. In large district towns, Orchards/Cargomans are almost always better.
Seafood: No brainer. Agriculture -> Fishery!
Hot springs: No brainer! Make those baths!
