Can i do that somewhere ingame ?

In the start of the broken world campaign you can reset your skill points but you have to complete the Dungeon siege 2 campaign first.

If you just have dungeon siege 2 and don't have broken world then no you can't.

Also if you don't want to play through dungeon siege 2, You can start broken world with a pre-made character. (at least i can, I have a physical version that i install from disc's).

and is there perhaps some more "inoffiziell" way ?
but well i hate how steam doesn't have broken world and such i mean there are still new physical editions around so i don't know why they have such a halfbaken version xD

If you want to play through the DS1 campaigns in DS2, look for the Legendary Mod, e.g. Nexus mods is hosting it.
