May I ask why do you need dgVoodoo2?

And yes I've tried modifying the config files. It uses the broken worlds config file since anything that I add to it gets removed. If I change the video adapter with ds2videoconfig it only changes the base game's config file, which doesn't seem to get used at all. Changing "driver_description = NVIDIA GeForce GTX 1080 - Primary" to "driver_description = dgVoodoo DirectX Wrapper - Hardware TnL" doesn't work and it just gets changed back to the nvndia driver.
So you said if you put for instance "fullscreen = false" in the config file it doesn't make the game windowed?
Here's my config file:
