Alternatively you can use free little programs like XPadder to remap your controls; I remapped it to a gamepad but you can also remap the numpad to other sections of your keyboard.
This is what I do too. It also makes the dancing a lot easier.
I don't want to use the mouse...

you can edit many shortcuts there.
My solution is to change the windows registry like here. Set InitialKeyboardIndicators = 2 rather than the initial 0. It worked for me.

Oh, and keymap.ini file isn't the solution either.
The problem is the cheap ass Dell keyboard. Grabbed a USB keypad that work was throwing out and I'm in business.
