Report a translation problem
You may have tried already, but have you tried compatibility mode and setting to win xp service pack 2.
Goto where you have steam installed, steam>steamapps>common>Sid Meirs Pirates!
Right click on file named Pirates! select properties, click compatibility tab and tick Run this program in compatibility mode for: and select win xp service pack 2 from drop down menu. Then click Apply.
If no joy then maybe also worthwhile checking your windows system files:-
To run the System File Checker in Windows 10/8/7, type cmd in start search box. In the result, which appear, right click on cmd and select Run As Administrator.
In the command prompt window which opens, type sfc /scannow and hit Enter.
May take a while:)

Worked fine three days ago. Ever since Microsoft pulled a fast one and forced me to 'upgrade,' this game (and several others) haven't worked once. Loads of compatibility problems, triple the RAM usage, what a damn fine operating system.

You could probably push for 1920x1440 if you enable VSR or DSR and have a recent Nvidia/AMD card.
