One trick I've learned recently might be useful. When you first anchor, look around to see if there are any landmarks, and if you don't, scoot.
If you do, walk into one. Serious. If you walk through it, scoot. "Real" landmarks are solid. Others are "mirages".
If you can't walk through it, then start looking around for the next landmark. Try to walk through it, and if you do, go back to the previous landmark and try another direction.
If you have any luck left in your ledger, you'll eventually find landmarks that match up with that near useless map they give you, then it'll get easier. If you don't, you might just need to forget about the bad boy.
You're right, the game is run by random numbers, and sometimes you roll snake-eyes and there's not much you can do about it.
[P.S.] It might also be useful to see if you can post a screen-shot of your map. Somebody might be able to help you once they can see that.
I remember a while back somebody couldn't find something in Florida, and when he posted the map I immediately recognized what today is Lake Okeechobee, which happens to be on the same parallel as the Grand Bahamas. So I told him, start at the Grand Bahamas, and go straight West. Anchor in Florida, and continue straight West. He lucked out and found what he was looking for!
Oh yah. If you anchor someplace that you're really not expected to go, and you happen to see a landmark, you can walk right through it. Coz you're not supposed to be there. There is nothing nearby for you to find.
It can get a little tricky sometimes because you'll anchor someplace you think is right, and walk through the landmarks. Then you sail away and go just a little bit over and anchor, and now suddenly they're solid. Then you can start nosing around and try to find what you're looking for.
At end game if you eradicate all other countries, the spawns of Lost Cities, Montalban, and Hideouts will ALWAYS be the same, meaning colliding with the island will always lead you to an important place.
