rank and bounty

heyyo my mates im trying too piss off the english enough so i can get a SOTL but i have a captain rank with them and i can see that i need them too place a bounty of 30k on my head but no matter what i've done it doesnt go up it doenst even get started so here my question does having a rank with a nation stop me from getting a bounty with that faction or what also is there is there some way too speed it up the bounty i mean
