The reason you don't see it is because the expansion is multiplayer only, and that's disabled by default -- but you can kludge around it. Go to Set Launch Options and add "zonematch=true". This bypasses the menu screen's block on multiplayer, and lets you set up a multiplayer game. Utraean Peninsula is the expansion map. IIRC the voice files are missing, but meh (the whole game, expansion and otherwise, is a catastrophically lazy port).
DS2 does not have the expansion included at all though.
legends of aranna has a single player campaign and one thats a bit more challenging the the base games though you can play the orginal campaign with the expansions modified engine which imo is a bit better experience the same way age of empires 1 and 2's expansions made playing the original campaigns a better experience,
the retail copy of legends of aranna i have installs as well on win 7 as it did on xp and 2000 before it for me, though i cant say ive ever tried DS multiplayer so cant speak to how well that works on win 7,
as for the expansions to 1 & 2 not being on steam id wager it would require licensing from the creators of them as they werent made by gas powered games so likely sq-enix dont have the rights and arent inclined to negotiate for them, ive not yet played DS 3 but i have all 3 on steam and will when i get through 1, 2 and throne of agony on psp but id imagine square wanted the ip and werent too fussy about getting all the extra bits added in thatd take more negotiating and more importantly cold hard cash

Ran it from steam link or direct exe, dungeon siege.exe, and after the compatibility dialog, I get Dungeon Siege v 1.11.1. It shows me in game on the friends list. No DSLOA in steam list. It continues from my original Steam DS1 game.
There’s a DSLOA in my steam DS1 folder.
Didn’t do the widescreen tweak yet. Checked file integrity via Steam, and Steam was happy, no installs. Disabled automatic updates anyway.
Both games seem to take a little while to load, even off and SSD. It’s not terrible though, but slower than I’d expect from a SSD. If I run the DSLOA.exe while the Steam DS1 is running, it will give the DS splash screen and just switch me into the already running DS1 game.
Shut down Steam DS1 and ran DSLOA.exe. Steam still shows me in DS1. I have a choice of the new campaign (Ultreans) or the old one (Lands of Ehb).
Continue option doesn’t see my Steam DS1 savegame.

[edit] there is also a "Return to Arhok" bonus adventure on Microsoft's website http://www.microsoft.com/en-us/download/details.aspx?id=1275.
After installing (it looks for LOA installation), it will put 2 files into your Steam DS1 folder, XPMaps. You need to manually copy those files over into the Maps folder and the game (actually, DS1 vanilla also sees the map) should see it in the selection screen. DSLOA will offer all 3 maps.
One thing though, once I tried to leave the Arhok town, the game crashed with a texture error. I'll need to play around with it more to see if it works as-is.
