That's the easiest way. However, if the guide ever gets stolen by Shadowjumper or something, I'll describe the manual way: obtain DSLOA from somewhere (yarrr), install it (temporarily), copy over all files to Steam version (including the yarrr part), rename DSLOA.exe to DungeonSiege.exe and... that's it.
Anyway, the Download Link right under ENABLING LEGENDS OF ARANNA leads to Dungeon Siege I Killah's Steam Fix and at the moment contains only DSLOA files and two optional maps that do no harm whatsoever, nothing else. Yes, you need that.

Then unzip the contents over to the Steam version. There's nothing to pick, all that 1033, yada-yada, mspigs.dll and whatnot, all of it is required for DSLOA to function proper.
True, it's on an external website. That's because THERE IS NO WAY TO GET IT OFICIALLY. None at all! Of what I've heard, Square Enix, the current owner of Dungeon Siege I, II and III, did not acquire the rights to LOA and other expansions, and so it's forever lost (as in, still belongs to Microsoft Games, but good luck getting it from them).
As for the second, the virus thing... let me congratulate that you even remembered that. Most people don't. Alas, none of us can guarantee that those files are clean. It's one's own responsibility (and good practice, I might add) to trust, but verify. You do have an antivirus installed, don't you? Use it! If it then takes a dislike on something you downloaded, delete everything and re-download the Steam version.
I'm sorry, there's nothing more I can do for you, mate. It's either this way or no way.
I did not notice any virus and installation was as simple as copying everything into the game folder.
