Seriously, all I read I a bunch of projection on your part and youre saying because you cant think of any creative uses makes mods nonsense. You sound like you have no modding experience which brings me to my question: Why tf are you talking in here? If you had modding experience, you would understand that making a game modable gives it a longer life span so its not without reward to add something like it. Second, modding gives people that really enjoyed a game, a way to contribute to it with their own creation. And a creative drive for people is always a good thing. Third, you dont seem to be able to even imagine how mods can impact a game. The modding history of fallout alone has alot to tell about this.
Also, I dont see how this being a passion project has anything to do with enabling mods.
Mind you, I dont care about the modding support...well, it would be nice but I am not gonna go loose time over it. But your attitude...eugh. gtfo
