I was quiet nervous and I've got here reading all your messages to find a solution, but none of them worked....and in the end, even if I checked 1000000 times to have all of them mastered, I realized that my Transform missed around 2000 AP, I always saw I had 2 of them and without checking closely I thought "ok, even this one is mastered", but I just had 2 because for sure I bought one by mistake, not because it was a double from the mastered one.
Meeeh what an idiot! After getting those AP and mastered Transform, achievement unlocked.
I don't know if that enemy skill thing is a solution, I had my Master Materias from Kalm and not sacrificing all my materia in Cosmo Canyon, so I don't know how to help about these things, but I report here my experience to tell you to check WELL your inventory, for dumbasses like me, 10000 checks are not enough! XD Bye bye!
Actually I started playing around with a program called cheat engine and lowered Cloud's Level from 99 to 98, as soon as I leveled him back to 99 I got the achievement for some reason.
...Whoa, that's really strange, haha. I do not know a lot about FF7's core programming and how that interacts with Steam's achievement system, but... Yeah, strange.

You shouldn't have turned your mastered materia into a master type. You need to have each type of materia mastered along with an enemy skill materia with all skills on it in your inventory.
You.ll either have to remaster the copied materia from scratch or use an older save from before you traded each materia to the huge one.
