below for the password.

1 Breakdown of SOLDIER members by class -- BOMB
10 New plans for urban planning -- MAKO

You will get an Elemental Materia from Mayor Domino on your first guess of the password.

I'm not sure why this isn't in the "Complete Guide" guides. They explained the puzzle instead of just telling you the possible answers.

Yeah, but the solution is so simple you can fit it into the "has everything" guide.

The guide I was looking at gave you the long and confusing instructions. Except all you have to do is go to the one shelf there and read one book.

The way you are supposed to guess is by looking for files in the four libraries that don't belong in said library and then using the number in the title of the book to find the letter in the title that is part of the password.

but there is also a far simpler way to do it that someone figured out a long time ago:
