Start Menu Issue - Resolved.
I just downloaded this for me and my boyfriend (on his computer) and so far everything was working fine until he hit the Start menu at the beginning (the NEW GAME or Continue?).

The cursor keeps scrolling up/down constantly and when he is in game, his character moves forward and he is unable to move in any other direction. (I don't know how he managed to get into a battle) In battle he can't moved to select the actions he wants either.

This isn't happening to me however, mine is functioning just fine. I tried to get him to maybe go back to default buttons, didn't work. We tried changing the keyboard keys to WASD, Up/Down/Left/Right and both still continued to produce the same result. I even changed his keys to exactly what I have and it's none of it works for him. I thought maybe a button was sticking, but he went into a note pad and nothing was going on, acted normally.

...Maybe his model keyboard isn't compatible? His is Windows 7 Ultimate 64 bit, mine is Professional. I don't know if that what could be playing a part in this but we can't figure this out.
Hopefully someone knows what's going on? Please help me :<

Also, we even deleted all information and reinstalled the game and still produced the same result. Can't move in game/menus.

Have you gone through the motions of generic troubleshooting yet?

1) reboot the computer
2) uninstall/reinstall the game
3) uninstall/reinstall the keyboard drivers

Have done all but the last one. I'll have him try that.

I'm also experiencing this problem.

If he's got a game controller it's either not set up properly, not calibrated (in game or in your computer settings), is expected by the game to be there but is not physically plugged in, or he's sitting on the controller in the down position.

Regardless, it's more than likely an input issue. Try unplugging your game controller, or changing your settings so that it's not looking for it.

I do remember having this issue with the '98 PC version. I think I solved it by running the game in compatibility mode. You could try that next.

He doesn't have a controller plugged in or installed?

Game > properties > local files tab > browse local files > right click game's .exe file > properties > compatibility > tick the "run in compatibility mode for..." box.

I can't remember if Steam gives you a popup warning box for trying to run stuff in compatibilty mode, but try it anyway.

Okay thanks. Right now he's reinstalling the drives for the keyboard to see if that works.
