Don Corneo Disguise Quest

So, I can't seem to get the Tiara or Undergarments for the disguise. The materia shop owner just says he's sold out won't offer the option to spy for him at the Inn, and the fat guy that gives you the membership card disappears from the map after you get the dress, wig, and cologne (I know these three are all you need to progress). Is this a bug, or were these two options removed? Does it work properly for anyone else?

I think you have to obtain both the dress and wig before you can attempt to pick up the optional items.

The wig doesn't need to be obtained in order to get those. This is the order that I've always done it in when I get to Wall Market.
1. Go to the area on the bottom right of the screen and talk about Tifa.
2. Go to Don Corneo's Mansion and talk to the guard at the front.
3. Go to the Dress Shop and ask about the dress for Cloud.
4. Go to the materia shop and talk to the man.
5. Go to the restaurant, order anything, and say "It was all right".
6. Go to the pharmacy and get digestive.
7. Go to the Inn and spend the night; buy the item for 200 gil.
8. Go back to the man at the materia shop and get the tiara.
9. Go to the bar, give the digestive to the lady in the bathroom, and collect the sexy cologne.
10. Talk to the man at the front of the bar, and select the second option both times when presented with a choice.
11. Go to the dress shop and try on the dress.
12. Go to the Wrestling Arena and make sure to win against your opponent.
13. Return to the dress shop and put on your items.
14. Done!
It is not necessary to get the item from the Honey Bee Inn in order for the Don to pick you. I just found this out on a speedrun that I'm currently working on. You only need the tiara, cologne, wig, and proper dress to get chosen.
