Getting to the sleeping old man, Disk 1

Hiya, I just got all the way to him but no way of getting over the water. So I ran to the chocobo farm and I can't rent any stables, so how do you get to him? I haven't done this without a chocobo.

You need the buggy to cross that section in disk 1, you have to drive it into Costa del Sol then take the cargo ship back to Junon, go onto the world map and you will be in the buggy (or next to it can't remember)
