The battle system is horribly unbalanced and they simply hadn't the time anymore to refine it. As well as to implement some more sidequests and locations.
As for the 1/35 Soldier (or Toy Soldiers), I think there where meant for one of Cait Sith limits. The more you have the stronger would have been the limit of him.
You got a point, Cait Sith is a useless character...man, FFVII is full of useless things...hahahaha!
Not to mention the "Dumped Items" (Letter to a Wife / Letter to a Daughter / etc).
hahahahaha! "Hold the phone", I saw that hahahaha! You said it my friend, for a "speedy playthrough". Also, his limit break is like Selphie in FFVIII, luck stuff... (even Selphie's The End is more powerful)
