In as much as FFVII is any punk I would consider it cyberpunk. Some of the features are present, such as the evil megacorporation, some seriously high tech (read sci-fi) technology, and a pretty ♥♥♥♥♥♥ quality of life for a significant swath of the population (high tech, low life – genre staple). That said FFVII mixes themes to such an extent that it comes of as more of a smorgasbord of different themes and genres than any specific one – to me, at least.
Why would you pass off random thoughts and assumptions as facts as though you know what you're talking about?
Bioshock isn't steampunk much less the pioneer of steampunk. Anochronistic technology or at least sufficiently advanced technology to appear anochronistic to the casual observer isn't the same thing as steampunk.
The original Wild Wild West tv show is steampunk. Bioshock is just a period piece with sci-fi elements.
Steampunk? No. Cyberpunk? I suppose so.
It's the use of anachronistic technology in an aesthetic similar to that of the 19th century - usually Victorian. But it can be a lot of things. FFVII wasn't steampunk per-se, but it did blend a few things in that have that feel in spirit.
