Stuck at Wutai da-chao statue fire because I don't have Leviathan Scales?

First time I'm playing this wonderful game and I'm stuck here. I don't have any save from a previous game. There is something that I can do? Maybe a mod? Please help I want to know how it ends so bad! That wall of fire stops me to go further, where I can get the Leviathan Scales?

I think that item is in the Junon Underwater Reactor in a chest located left to the submarine (where the shinra soldiers are in a ruckus). If you did the underwater mission and didn't caught it you won't be able to get that flame spot passed...

You don't need to enter the cave to complete the story though. Just a heads up.
