He is level 70, has his Ultimate Weapon, but he is hitting like 2000.. why?
Is he supose to be this weak or is there a way to boost his attack?
Because Cid and Cloud both hit straight 9999 usually.

Vincent's Ultimate Weapon does damage based on the number of enemies he has killed.

Each Ultimate Weapon has a unique damage multiplier like this, Google it.

Yeah Vincent is by far the worst character in he game (sadly because he is cool).

As martin said, to make him stronger you need to kill lots of enemies with vincent. You have to kill something like 20,000 enemies to make him do 9,999 damage at lvl 99 with 255 Power. And to top it off his limit break is dreadful. I would recommend using any character other than him as your third.

Oh also since you are using Cid and of course Cloud..

Clouds ultimate weapon does more damage the closer his HP is to max.

Cids ultimate weapon does more damage the closer MP is to max. So naturally try to not use much magic with Cid to keep him hitting for big damage with his attacks.

If I remember right, Cloud's ultimate weapon also begins to fade as his HP drops. At higher HP levels, it's a solid color, at lower HP, his sword being transparent.

I'm sure it's more like 6500 kills to do 9999 damage with Death Penalty at level 99 and 255 strength. At least for most enemies.

While I don't like Vincent as a team mate I can assure you he has a 'use', its his magic stat, second best in the game after a certain flower girl iirc. The issue with this is most players (like myself) only use so much materia during battle ie enemy skill and knights of the round. But if you play with a mage type build on one charcter then Vincent should be that guy.

Oh also his ultimate weapon can one hit kill enemys, but I think you need 65000+ kills with him, never done this myself just read about it.
