Parachute into Midgar fix? Or am I missing doing something?

I've beaten Diamond Weapon and am supposed to fly over Midgar with Highwind to parachute in and nothing happens. I also beat Ultimate weapon, have done all the ancient city stuff, the ancient forest as well, and gotten the "key to sector 5"...am I missing something or is it a bug?

Once you beat Diamond Weapon, you need to fly over to the North Crater to get it to trigger. Once you've done it properly, Cid's theme should be playing. When his theme starts playing, you can then parachute into Midgar.
