Short answer, this game predates the use of mocap in video games. Somebody was hand animating what they think squatting looks like, probably with some cartoony exaggeration.

For some reason I call those kind of squats when the arms move in rotation an Indian Squat, they might be called "Hindu Squats". It might be an asian thing. I guess the point is to use the momentum of the arms to give a different dynamic to the movement or overall different range of motion, perhaps in a setting without exercise equipment and exercise more than just the legs. Either that or artistic license from the animators.
