Enemy Skill Materia not doing anything

I've had the Enemy Skill materia attached to Cloud since finding it and despite constantly being attacked by enemies and almost 12 hours unto the game I have yet to learn a single enemy skill. I've searched online and from what I can tell just being attacked once or twice should teach a skill but like I said I've learned zip.

What the heck am I missing? Does it need to be on a specific character or piece of equipment?

You can only get skills from some enemies, and only when these enemies use a specific skill.

Are you sure that they are hitting you with the correct skill? The materia will only let you learn specific skills, which only come from certain enemies. One I can remember off hand is white wind which comes from the large green owl looking enemies near junon (good skill to learn too tbh). For things like buffs and heals like white wind, you will need to use manipulate materia on the enemy and have it cast the desired skill on your character(s) carrying the materia.

There aren't that many to actually learn skills from early game tbh, in fact iirc you can't learn any until you leave midgar.

Make sure its not in a NONE materia growth as well. It will block it learning,
