1. Plug in the controller.
2. Ensure 'Steam-> Settings -> Controller -> Playstation Controller Support' is enabled.
3. On FF VII launch page, open 'View controller settings' found towards the right side.
4. Here choose controller layout -> community layouts. Select from among the top two or three top voted layouts- regular or reversed- according to your preference.
5. Select the new layout. Exite the controller settings screen.
Now try to start the game. Hope things work. If DS4 still doesn't work properly, may wish to reset controller settings in FF VII launcher window, and try again. Also try wired controller setup if wireless doesn't work properly. Good luck.
When you are in the steam controller settings it might be a good idea to run the test to make sure steam sees the controller properly. I normally use my PS4 controller wired to my PC but in my recent FFVII playthroughs I was using the PS4 wireless over BT and was surprised how well it worked across the room.
By launcher page I mean the one where you press the big green button to start the game. The 'View controller settings' or controller icon will appear on the right side of this page- but will only appear if the controller is already plugged in, else it won't show up.
If you are trying to use the controller wirelessly, first try the above wired way. Or at least first ensure Steam detects the wireless controller correctly. Hope this helps a little.
