Report a translation problem
So what I did was went into the controller options on the computer and set the controller I wanted as the default controller. In the controller options there's an advanced option to select which controller is the default. Setting that made it work through 7th Heaven. For a little bit. The D-Pad wasn't working so I tried some various methods to get the D-pad working, and somehow that ended up making the controller not work anymore. Not sure why, I tried some Xpadder for simulating keyboard strokes and that didn't work and things just... broke.
But then I found out that the controller would work with the D-Pad active if I had ANOTHER controller turned on when I started the game. The second controller wont work or do anything, but the first one does. I reopened the game a few times with the second controller turned off/on and it always needed the second one on for the first to work.
What I'm trying to say is the 7th Heaven controller stuff makes no sense to me and you might be in for a really weird battle. I don't even know how the gamestream layer of things would interact with it all. But I assume it still interacts with the computers... drivers and whatnot somehow.
TLDR: I'd go under the control panel and controller options to set the default controller to the controller you're planning on using via the advanced button This was somehow involved with solving my problem. If you have multiple controllers perhaps plugging one in/unplugging one might make it work? Best of luck.
I have worked out how to do it however. So can advise anyone whom may need help with this.

I basically worked around this buy doing the following
- Make 7th Heaven a Game to launch via the Nvidia Shield Gamestream using Geforce Experience
- Download Controller Companion £2.99 on Steam and then look for a Final Fantasy 7 profile
- Once you have done this it should map the keyboard commands on that profile to your xinput/xbox controller layout but treat it like you are using mouse and keyboard.
This was the only way around it I could find, sorry if it is not 100% what you want, but hope that helps. Was banging my head against a brick wall and this was the best solution.
