If you want a mod manager that will launch normally from Steam, then use reunion[thereunion.live]. It won't install mods as conveniently as 7th Heaven, but it's compatible with Satsuki Yatoshi's improved textures, and models packs like Ninostyle's.

Also make sure 7th Heaven is using a copy of the game folder data, not the main Steam game folder data. It will recommend that on game launch / make sure you set it up. Once this is done you can delete the mods folder under the main Steam game / folder to free up space.
Nope. I've tried installing on every drive I have. I've installed and re-installed SEVERAL times for both the game and 7th Heaven. I've started as admin, updated all drives, etc. Still hangs up as stated before...some weird mounting issue.
About mods, I think OP should just use 7th Heaven, through settings we can link it to Steam so achievements and screenshots can work normally. And the mods... God, they're beautiful, I love the dedication modders have to make true remasters without messing with the original art.
You could give it a try and see if it works for you
