You cannot disable the voice lines during cutscenes, movie cutscenes, and voice lines from the characters and NPCs while in the towns and world map.
You can disable the Battle Lines, which are the voice lines party members use when using Limit Breaks, Summons, or casting Magic. You can change the frequency at which you would like to hear them though, from 0% to 100%. You can also enable/disable battle grunts (the "uurrgghh!" "yahhh!!" etc) party members say during battles.
So far, Echo-S is very interesting and you can really see the effort the team put into it. It's not for everyone though, since if you prefer the vanilla, no-voice game, then you're really not gonna appreciate it. Me personally, I like it since it felt like watching a movie while I'm playing. I think there are some additional gameplay that wasn't in the Vanilla game, the pushing of the button in the Mako Reactor, and you can't rename characters anymore. I think the reason why some people are so cautious of it is because the Echo-S team made the mistake of showing too much 'gag' in the game. They showed Tifa cursing when you were in the Mako Reactor trying to open the gate. I think that wasn't in the original game and you'll have to really push the button simultaneously. It didn't seem like something Tifa would say or even do. Basically, a marketing mistake.
There are some cringey lines though. No offense to the voice actors as well but some of them are just...off. Cloud, Tifa, Yuffie, Vincent, and Cid are perfectly fine. They turned Caith Sith Scottish, but I guess that's because of the origin of the Caith Sith name.
Red XIII's name will change to Nanaki once you arrive at Cosmo Canyon. He sounds like an old man trying to be young. I guess that's because the voice actors and director of the mod thought of that because Nanaki is older than the party, but I think they missed the part that Nanaki is technically 14-16 years-old. Bugenhagen said so in Cosmo Canyon. The Japanese and English VA in Advent Children, as well as Nanaki's VA in the Remake, got his voice correct in my opinion.
Finally, Barrett. Barett sounded fine early in the game. However, when he gets dramatic, the lines are just...cringey.
