Where to use Cosmo Memory?
I got this item after beating the boss from the safe. I read about it, but I didn't understand why it is needed - does it increase the super hit (which is gained for the damage scale) or is it used during the battle as an item?

It's Red 13's level 4 limit break. It's not very good, but you might as well have him learn it (use it on him from the item menu, I think he has to learn all his other limit breaks first).

Red 13 writes "I don't understand" when I give him this thing (gives out a warning).

You need to learn all of Red XIII's limit skills before you can use it. Each limit level has two skills, but to unlock the second of these skills, you need to use the limit break of that level 8 times. You can unlock the next limit level by defeating about 80 enemies with that character.

Once you've learned all the limit techniques (there's six in all), you can use the Cosmo Memory to unlock Red XIII's level 4 limit. Same goes for every character except Vincent who only has one limit skill per level and Cait Sith who only has a single level 1 and level 2 limit and nothing else.

Nanaki's (Red XIII real name) limits are listed here:

Makes sense for vincent to have less limitbreaks since they can only be used once per battle, once they are used you lose control.

here's what I did to farm all the limits. the mythril mines is a good place to get high numbers of weak enemies to kill with a spread move like matra magic, and the "Valron" enemy located outside of Nibelheim can be manipulated to attack yourself with dive kick and build up limit

I already finished the game, but thanks for the answers. :)

I know it's been answered, but just wanted to clarify. In order to learn a Level 4 Limit Break with any character, you need to learn all previous Limit Breaks manually first, or they will reject it. Hope it helps next time you decide to go through the game!

My go-to is Capparwires outside of Fort Condor for kills and Cactus island for damage. 1000 needles generally fills more earlier on, the Cacutuer's dodge can let it take multiple limits, and they're faster to find than Valron.
