The PC version allows for mods and texture upgrades which can make the game look much better than it currently is. As well as mods for the audio. It also has the helpful addition of Steam Achievements.
The PS Vita has a far better control scheme as well as PSN achievements and the added fact that it doesn't have the bitty pre-rendered textures like the PC version (a mod can fix this to an extent though.)
Once again, it all comes down to what your preferences would be when playing this game.

Note:
Haunted Dreamer says the vita version has psn achievements but it DOES NOT, he probably thought it was the same version as the ps4 one.
I like both!
I didn't have much time to play the steam version, but I dont see any major problem with it, and its a fun version, I will play it more in the future.
If I had to pick just one I would pick the one I feel more comfortable playing on, and to myself right now it's the vita version, but I have no particular reason to not be playing on steam other than I just want to play on vita more.
