I'd say that FFVII is a 3rd person RPG, meaning that the story is being told from Clouds' perspective. What I'd call a 1st person RPG would be an RPG that focuses it's story on the player, and gives the player choices that will shape the story.
I'm pretty sure FF7 wasn't marketed as an RPG when it first released. I remember it being marketed as 'an epic adventure'.
Having said all that: Nowadays, the term RPG also includes 'action/adventure games where the player can make choices', which muddies the waters quite a bit.
I hate to say it but I don't think there's a simple yes/no answer.
In my opinion - and I can't stress enough I'm not arguing with anyone here, just giving my opinion as a random internet person - I'd call FF7 an Action/Adventure/RPG hybrid/fusion.
